Today, that lawyer is designated a TERRORIST, a Specially Designated National blocked by OFAC under Executive Orders 14059 and 13224 — the same instruments used against terrorists and drug traffickers.
It is revealed today that:
— Penilla provided illegal services to the Northeast Cartel beyond any attorney-client relationship.
— While representing “Z-40” Miguel Ángel Treviño Morales, he acted as an intermediary between the imprisoned leader and the active leadership of the CDN, allowing him to maintain control of the cartel from prison. — The document states that the CDN’s criminal operations are directly under Penilla’s control.
The CDN operates in Tamaulipas, where Américo Villarreal is governor.
