CIA in Chihuahua: Agents entered as visitors without operational permission

The Secretariat of Security and Citizen Protection (SSPC) reported that the two foreigners who died last Sunday in an accident in the mountains of Chihuahua did not have official authorization to participate in operational activities in Mexico.

The information was released this Saturday in an official statement from the SSPC, following several days of questions about the presence of foreign nationals in an area where alleged clandestine laboratories were recently located. The case also comes amid a debate about the participation of foreign personnel in security operations within the country.

According to the agency headed by Omar García Harfuch, one of the individuals entered Mexico as a visitor without permission to carry out paid activities, while the other entered with a diplomatic passport.

What did the SSPC say about the deceased foreigners?

In the statement, the SSPC specified that neither of the two individuals had official accreditation to participate in security operations within Mexican territory.

Regarding the two foreign nationals who tragically lost their lives, it is reported that, according to available immigration records, one entered the country as a visitor, without permission to engage in paid work, and the other with a diplomatic passport. Neither had formal accreditation to participate in operational activities within the national territory,” the agency stated.

The institution also asserted that the federal government had no prior knowledge of foreign agents physically participating in operations within the country.

Furthermore, it was clarified that the Mexican government, the institutions comprising the Security Cabinet, and the Ministry of Foreign Affairs had no knowledge of foreign agents operating, or planning to physically participate, in any operational action within the national territory.”

Why did the controversy surrounding foreign agents in Chihuahua arise?

The issue gained prominence following the accident that occurred last Sunday in the mountains of Chihuahua, where the two foreign nationals died.

Although authorities have not publicly detailed all the circumstances of the case, the discussion intensified due to reports of possible involvement of foreign personnel in investigations related to organized crime and clandestine laboratories in the region.

The official statement from the SSPC (Secretariat of Security and Citizen Protection) also comes after a meeting between Omar García Harfuch and the governor of Chihuahua, María Eugenia Campos Galván.

According to the agency, the meeting reviewed progress in the investigations following the discovery of two laboratories in the area where the accident occurred.

What did Claudia Sheinbaum say about the case?

Mexican President Claudia Sheinbaum announced on Friday that the SSPC would be responsible for officially reporting on the matter.

The statements came after questions about the possible involvement of foreign agents on Mexican soil and whether there was official authorization for such involvement.

The case has garnered attention because in Mexico, the participation of foreign personnel in operational tasks is subject to specific rules, institutional coordination, and formal communication between governments.

What does it mean that they lacked official accreditation?

According to the SSPC’s position, the deceased individuals:

Did not have formal authorization to participate in operations.
Were not accredited by Mexican authorities for security activities.
One entered the country as a visitor without a work permit.

The other entered with a diplomatic passport.

The Security Cabinet stated that it was unaware of their presence in operational activities.

So far, authorities have not publicly disclosed which institution the foreigners belonged to or what their exact role was in the region.

What’s next in the investigation?

The SSPC (Secretariat of Security and Citizen Protection) did not specify whether there will be new administrative or diplomatic investigations stemming from the case.

However, the issue could continue to garner public attention due to:

The involvement of foreign nationals in an area linked to security investigations.
The discovery of clandestine laboratories in the region.
Doubts about international coordination protocols.
The political debate surrounding sovereignty and the presence of foreign agents in Mexico.

For now, the federal government maintains that there was no authorization or official knowledge regarding the operational involvement of the foreign nationals who died in Chihuahua.
