Mérida, Yucatán—Obtaining a driver’s license can represent independence, but it’s also the document that proves you have the knowledge and skills to drive legally.
As in previous years, the Government of the State of Yucatán, through the Secretariat of Public Security (SSP), continues to offer benefits that allow certain sectors of the population to obtain licenses for free or with a 50% discount.
Here we explain who can access these benefits and what requirements they must meet in 2026.
How to get the 50% discount on license renewal?
The benefit is established in Decree 143/2025, published on December 31, 2025, in the Official Gazette of the State, which is in effect from January 1 to December 31, 2026, and partially or fully exempts applicants from paying for the issuance of driver’s licenses and permits.
This decree establishes that the 50% discount applies to licenses valid for two years and temporary permits to drive vehicles in the state of Yucatán. This discount is available to individuals who can prove they are:
Employed workers, whether salaried or self-employed.
Retirees and pensioners receiving up to 4.5 times the daily minimum wage.
Who can obtain a license for free in Yucatán?
In addition, the 100% discount on driver’s licenses valid for two years applies to:
Homemakers who do not receive a fixed income for their work.
Students from public or private schools who have a scholarship awarded by a public agency.
Unemployed individuals who need a license to find work.
Requirements to obtain a free license in Yucatán
Interested individuals must submit specific documentation depending on their situation.
Salaried workers:
Proof of registration with the social security system to which you belong.
Latest pay stub or proof of income.
Self-employed workers:
Proof of membership in a legally constituted union or cooperative, detailing the work you perform and your average income.
Retirees and pensioners: Document certifying your status as a retired or pensioned worker.
Latest payment stub.
Homemakers: Proof of your occupation issued by the Management and Guidance Unit of the Governor’s Office or by the Yucatán System for the Integral Development of the Family (DIF).
Students
Current proof of enrollment.
Document proving scholarship recipient status.
Unemployed Individuals
Certificate of unemployment from the Yucatán National Employment Service.
Letter from the employer, manager, or company requesting the license as an employment requirement.
Important: Proof of income (for employed, salaried, and self-employed workers) must be no more than one month old.
