Recently, the Mexico City government announced that, starting July 1st, personal electric motorized vehicles, such as electric scooters and bicycles, among others, will be required to have license plates to legally circulate in the capital.
Authorities will begin enforcing the new regulations on September 1st of this year, particularly for those who are already required to have license plates but are not displaying them while driving on public roads.
Now, the Secretariat of Citizen Security has announced that drivers will need specific licenses depending on the type of electric vehicle they use. Electric scooters will require an A1 license. Electric mopeds can be operated with an A2 license, which also allows the holder to drive a car.
The decision was based on the speed and weight of the vehicles, as some scooters exceed 25 km/h or weigh more than 35 kg. This means that the new permanent driver’s license, issued since 2025, does not allow them to operate electric scooters, bicycles, or motorcycles. However, permanent licenses issued between 2003 and 2017 are valid for operating these vehicles.
This means that someone with an older license can operate these vehicles without issue, while someone with a new permanent license will have to complete an additional process.
The new licenses also have different prices. Type A1 will cost 495 pesos and will cover motorcycles, scooters, mopeds, motorized tricycles, quad bikes, and personal electric motorized vehicles. Type A2 will cost 989 pesos. This license will allow driving cars and the same vehicles covered by Type A1.
It is important to note that traffic regulations also change depending on the vehicle. Electric scooters will be permitted on secondary roads and bike paths.
Electric bicycles will have access to main roads, but only in the right lane and without entering dedicated lanes or bike paths. Electric motorcycles must follow the same rules as conventional gasoline-powered motorcycles on main avenues.
