As part of the security measures and crime prevention efforts, operations are expected to begin soon in the Laguna region of Durango, primarily in the municipalities of Gómez Palacio and Lerdo, to detect vehicles without license plates or with excessively tinted windows.
“Unfortunately, these types of vehicles have already been heavily stigmatized; it’s said that they are vehicles in which crimes can potentially be committed, and given this, the governor’s order has been firm: we are going after them,” stated the Secretary General of the Government of Durango, Héctor Vela Valenzuela.
The official said that an agreement has been reached with the Special Command of La Laguna and that agreements must be established with the municipalities, as vehicles with these characteristics cannot be allowed to circulate, since they represent a risk to the population.
“We can’t change the factory-installed window tint, but the idea is that visibility into the vehicle isn’t obstructed. We’ve found some cases of vehicles with even the windshield tinted, which can even pose a driving risk,” he explained.
If vehicles are identified with all windows darkened by films or special tints that impede visibility into the vehicle, especially the two front side windows, they will be impounded. The legality of the tint will be verified, and sanctions will be applied, including the mandatory removal of the tint if it violates the law.
Vela Valenzuela noted that the operations have already begun in Durango City and that, although there have been mixed reactions, it is an instruction from Governor Esteban Alejandro Villegas Villarreal. “There have been complaints, but ultimately, the instruction has been given. It’s primarily for security purposes; it has nothing to do with revenue collection,” he emphasized. Finally, the secretary added that the operations in La Laguna could formally begin in two or three weeks and that they are also considering inspections to detect vehicles with expired license plates.
For his part, Commissioner Oscar Armando Galván Villarreal, Secretary of Public Security for the State, mentioned that the inspections and penalties for tinted windows and driving without license plates are based on the Traffic Regulations, so the operations will be intensified throughout the State to “identify who is in the State and prevent people who want to come and generate violence from entering, and so that we can quickly identify any situation.” He commented that authorities from different levels of government are involved in these operations and explained that in the case of vehicles without license plates, if they have a theft report, they will be turned over to the corresponding authority, while in other scenarios, administrative infractions are considered. The official mentioned that the agency under his charge is authorized to carry out these operations, so they will be the ones coordinating the strategy against vehicles with tinted windows and without license plates in the State.
During one of his recent visits to the municipality of Lerdo, the governor announced that all “unclear” vehicles, those circulating without license plates and with tinted windows, including those belonging to the Attorney General’s Office, will be impounded.
“I’ve already told the generals in each of the zones, ‘Arrest them,’ we’re going after everyone, and everyone has to be in compliance. We can’t allow this, because it creates uncertainty for people, it scares us too,” he said.
