The Political Constitution of the United Mexican States establishes the following in Article 21, Sections Six and Seven:
If the offender of government and police regulations is a day laborer, worker, or employee, they may not be sanctioned with a fine exceeding the amount of their daily wage or salary.
In the case of self-employed workers, the fine imposed for violating government and police regulations shall not exceed the equivalent of one day’s income.
Therefore, any fine exceeding the minimum wage is unconstitutional and can be appealed. You can challenge it free of charge, and I’ll tell you how to do it anywhere in Mexico.
If you were charged towing and impound fees as a result of the fine, the authorities must reimburse you for all expenses incurred due to this illegal fine.
