According to Mexico’s National Energy Commission (CNE) and the Federal Consumer Protection Agency (Profeco), domestic fuel prices are determined by several factors, including international oil prices, the value of refined petroleum products, and the exchange rate of the U.S. dollar. Taxes, as well as distribution and marketing costs, are also included in the final price.
The market determines the first three variables, while taxes are set by government authorities. Commercial margins vary depending on location and agreements between oil companies and distributors.
Keeping track of these fluctuations allows consumers to choose options that best fit their budgets.
Mexico: Gasoline Prices per Liter
The average price of regular gasoline (Magna) is 23.689 pesos per liter.
Premium gasoline is sold at an average price of 28.484 pesos per liter.
Meanwhile, diesel averages 27.168 pesos per liter.
Changes in Gasoline Prices in Mexico
After the elimination of the Energy Regulatory Commission (CRE), the National Energy Commission (CNE) became the sole regulatory body for Mexico’s energy sector in March 2025. This technical agency is responsible for regulating, supervising, and imposing sanctions on energy-related activities.
The Role of the CNE
The CNE’s mission is to guarantee sovereignty, security, and self-sufficiency in the energy sector, in line with policies established by the Ministry of Energy (Sener). According to the Mexican government, the agency’s main responsibilities in the hydrocarbons sector include:
- Regulating prices and tariffs.
- Granting permits for storing, transporting, and selling gasoline.
- Maintaining a public and updated record of these activities.
The organization does not operate independently; it coordinates with Sener while maintaining technical and operational autonomy to ensure decisions are based on professional criteria.
What Determines the Final Price of Gasoline?
The final gasoline price is determined by production costs, distribution, logistics, taxes, and the international price of hydrocarbons. Fuels are a key component of the economy and play an important role in determining inflation in each country.
Government Agreement on Magna Gasoline
At the beginning of 2025, President Claudia Sheinbaum and representatives from the business sector signed an agreement aimed at keeping the price of Magna gasoline at a maximum of 24 pesos per liter.
