Between 2023 and 2026, 34 journalists in Oaxaca were incorporated into the Protection Mechanism for Human Rights Defenders and Journalists administered by Mexico’s Ministry of the Interior (Segob).
Of those, 11 currently have active protective measures due to threats linked to their work exercising freedom of expression. According to the victims, those allegedly responsible include regional political bosses, union leaders, state police officers, and municipal presidents (mayors).
Government Response
Oaxaca Secretary of Government Jesús Romero López stated that authorities have maintained direct communication with all of the affected journalists and have agreed upon various protection measures in each case.
He said that in nine cases, the threats and harassment were successfully brought to an end through protection mechanisms implemented by various institutions, including the Inter-American Commission on Human Rights (IACHR/CIDH), after the level of risk faced by the journalists had been reduced.
Romero López also stated that none of the registered cases involve complaints alleging threats made by state government officials or Governor Salomón Jara.
He further noted that most attacks and aggressions against journalists and media outlets in Oaxaca occurred between 2013 and 2023, a period during which the Oaxaca State Attorney General’s Office (FGE) recorded 32 cases involving threats against journalists.
Salomón Jara Denies Involvement in Protest Interference
Regarding the group that attempted to block a protest by relatives of murdered journalist Alejandro Leyva during the Guelaguetza parade, Governor Salomón Jara denied having any involvement.
He stated that once he learned demonstrators were present, he chose not to participate in the parade route in order to avoid any confrontation.
“I respect the free expression of all demonstrations, especially when they concern a matter of justice, and I would never order anyone to prevent them. I was also a social movement leader, and I know what it is like to have that right obstructed or censored. The PRI used to repress us when we mobilized.”
Jara said he requested the available video recordings and added that if any public officials are identified among those who attempted to obstruct the demonstration seeking justice for Alejandro Leyva, they will face sanctions and disciplinary action.
The governor also stated that the state government is willing to engage in dialogue and meet with the family of the slain journalist, noting that a joint meeting is being organized with the participation of Segob.
