Quintana Roo Maintains Dominance in Mexico’s Cruise Tourism with 64% of All Passengers
Quintana Roo continues to dominate Mexico’s cruise tourism sector, accounting for 64% of all cruise passengers arriving in the country between January and July 2026. The ports of Cozumel and Mahahual welcomed a combined 4.2 million cruise passengers, placing the state far ahead of all other Mexican destinations and confirming that nearly two out of every three cruise travelers arriving in Mexico visit Quintana Roo.
According to figures from the Comprehensive Port Administration of Quintana Roo (Apiqroo), Cozumel received 795 cruise ship arrivals between January 1 and July 19, representing an 8% increase compared to the same period in 2025. Mahahual also posted strong results, reaching 1,299,806 passengers by the end of June, further establishing both ports as the center of Mexico’s cruise industry.
While hotel tourism has experienced the effects of the low season in some destinations across the Mexican Caribbean, the cruise segment continues to grow steadily. Apiqroo Director Vagner Elbiorn Vega described the results as positive, stating that maritime tourism continues expanding due to sustained demand from the world’s leading cruise lines.
Favorable weather conditions have also contributed to this performance. According to the official, several tropical storms during the same period last year forced cruise ships to alter their routes and change destinations. In contrast, throughout 2026 nearly all scheduled cruises have arrived in Cozumel without disruptions, allowing cruise companies to maintain their planned itineraries.
Projections for the end of the year anticipate another record for the country’s leading cruise port. Apiqroo estimates that Cozumel will receive 1,377 cruise ship arrivals in 2026, which would be 77 more than the previous year, further strengthening its leadership in Mexico’s cruise market.
Cruise ship occupancy rates also reflect the industry’s strength. During high-demand seasons such as Easter, summer, and December, ships typically operate between 95% and 100% capacity. Occupancy generally declines to around 70% during September and October, although during the current vacation season, cruise ships continue arriving nearly full.
Traffic is driven by major cruise companies including Royal Caribbean, Carnival, Norwegian, and Disney, along with the occasional arrival of new vessels on inaugural routes and luxury mega-yachts operated by Ritz-Carlton, expanding the range of options available for different segments of international tourism.
Regarding the economic impact, the average spending by passengers who purchase goods or use services onshore ranges between $30 and $40 USD per person. However, a significant portion of excursions and tourism activities is paid for in advance aboard the ships, limiting the direct economic benefit for some local service providers.
Concerning the state’s $5 USD fee per cruise passenger, Apiqroo explained that the funds are managed through a trust administered by the State Ministry of Finance and Planning. Under this system, for every dollar contributed by passengers, the state government contributes an additional dollar to finance infrastructure projects and public services in Cozumel and Mahahual, based on agreements reached with the cruise lines.
