According to reports from citizens and transport workers, the occupants of these vehicles wear black shirts and hoodies. Their alleged primary function is to operate as “lookouts” for criminal groups.

- Surveillance: They monitor traffic and identify valuable cargo.
- Armed robbery: Minutes after passing through the fake checkpoint, an armed group allegedly intercepts and robs truck drivers.

Motorists have reported that these alleged fake FGR patrol vehicles operate in and around the following areas of the Tehuacán and Sierra Negra region:
- San Sebastián Zinacatepec: Reported driving within the municipality.
- State highway: Coxcatlán–Calipam section.
- State highway: Altepexi–Ajalpan section.
