It’s official! Tamaulipas now has a Secretariat for Women and a Secretariat for Digital Intelligence.

Tamaulipas now officially has a Secretariat for Women and a Secretariat for Innovation and Digital Intelligence, following the unanimous approval by the State Congress of the decrees presented by Governor Américo Villarreal Anaya.

The creation of both secretariats represents a change in the structure of the state government, elevating the Institute for Women in Tamaulipas and the Agency for Innovation and Digital Intelligence of Tamaulipas to the level of secretariats.

The governor previously explained that the purpose of making these institutions secretariats is to bring Tamaulipas’ governmental structure into line with the structure of the Federal Government. He stated that this change would give both areas greater operational capacity while not generating an additional budgetary impact for the state.

According to the governor, the change involves primarily a new designation and the corresponding attribution of powers and responsibilities, while the existing structure and personnel remain the basis for the operation of the new secretariats.

What Is the Objective of the Secretariat for Women?

The new Secretariat for Women will be responsible for strengthening government actions aimed at women and promoting equality and the exercise of women’s rights.

Its work is intended to address issues related to gender equality, women’s rights, prevention and attention to violence against women, and the development of public policies with a gender perspective.

The creation of the Secretariat also gives greater institutional importance to the policies and programs previously carried out through the Institute for Women in Tamaulipas.

The state’s objectives include promoting equal opportunities and conditions for women, strengthening their autonomy and participation in social, economic, political and cultural life, and providing comprehensive attention to women experiencing situations of violence.

The new state structure follows a broader federal policy in which the Secretariat for Women is responsible for coordinating policies concerning women, girls and adolescents, substantive equality, the prevention and elimination of violence against women, and the care system.

What Is the Objective of the Secretariat for Innovation and Digital Intelligence?

The Secretariat for Innovation and Digital Intelligence will assume the responsibilities previously associated with the Agency for Innovation and Digital Intelligence of Tamaulipas.

The agency was created in 2024 as a specialized administrative unit responsible for coordinating technological policies, strategies and projects designed to improve the efficiency, transparency and quality of public services. Its functions also include modernizing government activities through technological development and updating, with the goal of creating a government that is more accessible, efficient, transparent and innovative.

The agency’s structure incorporated personnel, material resources and financial resources that had previously been assigned to the Undersecretariat of Innovation and Information Technologies of the Secretariat of Administration.

The digital intelligence area has already been involved in projects involving digitalization, technological infrastructure, cybersecurity, data analysis and intelligence.

Among the projects previously developed through the agency are technological tools intended to improve government operations, including digital systems, data analysis and predictive tools. In the area of public security, these efforts have included heat maps, crime reports and predictive analysis to support decision-making.

The elevation of the agency to the level of a secretariat gives this area a greater place within the state government’s administrative structure and aligns it with the federal government’s approach to digital transformation and technological modernization.

A Change Made Without Increasing the Budget

Governor Américo Villarreal stated that the creation of the two secretariats does not represent an increase in the state budget.

The existing institutions already had personnel, structures and responsibilities. The change primarily gives them the rank and denomination of secretariats and adjusts their powers and functions accordingly.

The governor explained that the purpose is to bring the state government’s institutional structure into line with the federal government, particularly in areas involving women’s policies and digital government.

Approval by the State Congress

The Tamaulipas State Congress approved the decrees unanimously, making the creation of the two new secretariats official.

The decision establishes the new institutional framework for both areas within the state administration and gives them the status of secretariats within the government headed by Américo Villarreal.

The change strengthens two areas considered strategic for the state government: public policies focused on women and technological and digital transformation.
