🛑 TODAY WE TOOK TO THE ROADS TO INFORM CITIZENS ABOUT THEIR RIGHTS
Today, members of Derechos Humanos Internacional Reynosa, Tamaulipas, carried out a citizen guidance tour through different checkpoints and inspection points located along the routes from Reynosa, Tamaulipas, to Monterrey, Nuevo León, and along the National Highway, with a very clear objective:
📢 TO INFORM, GUIDE, AND DEFEND THE HUMAN RIGHTS OF THE PEOPLE TRAVELING ON OUR ROADS.
During this day, we distributed our informational brochures, providing drivers, families, workers, and citizens with information regarding their rights during a review, inspection, or intervention by an authority.
Because knowing our rights is also a way of protecting ourselves.
Because an informed person knows how to act.
And because no authority is above the Constitution and the laws.
⚖️ WHAT SHOULD CITIZENS KNOW?
It is important to clarify something fundamental:
👉 The existence of a checkpoint or inspection point does not mean that a person can be arbitrarily detained, searched, or inspected.
Authorities have legal powers to carry out certain security, traffic, and investigative actions; however, such actions must have a legal basis, a legitimate purpose, and respect the person’s human rights.
When an inspection is carried out in connection with a criminal investigation, for example, the law establishes specific circumstances under which it may be conducted. The National Code of Criminal Procedure establishes grounds for the inspection of persons and states that, before an inspection, the person must be informed of the reason for the review, while respecting their dignity at all times. (Chamber of Deputies)
Therefore, our recommendation to citizens is:
🔹 Remain calm.
🔹 Do not unnecessarily confront security personnel.
🔹 Respectfully ask what the reason for the detention or inspection is.
🔹 Request that the authority’s actions be carried out in accordance with the law.
🔹 Avoid providing information or carrying out actions that do not fall within the authority’s legal powers.
🔹 If there is a detention, ask what the cause is and under what legal grounds it is being carried out.
🔹 If you believe your rights have been violated, seek guidance and file the corresponding complaint or report.
⚠️ KNOWING YOUR RIGHTS DOES NOT MEAN CONFRONTING THE AUTHORITIES!
At Derechos Humanos Internacional Reynosa Tamaulipas, we want to make something very clear:
Our work does not consist of promoting confrontations between citizens and authorities.
Our work is to guide, inform, and promote the unrestricted respect of human rights.
Security institutions have an important role in protecting society, but that role must be exercised within the constitutional and legal framework.
Likewise, citizens have a duty to respect the legitimate instructions of authorities and maintain responsible conduct.
⚖️ AUTHORITIES AND CITIZENS MUST KNOW THEIR RESPONSIBILITIES AND THEIR RIGHTS.
🚘 IF YOU TRAVEL BY ROAD…
If you are a driver, worker, student, merchant, transportation worker, or simply traveling with your family between Reynosa, Nuevo León, Monterrey, or any other part of our country, remember:
📌 You have rights.
📌 You have obligations.
📌 You deserve dignified treatment.
📌 No one should be subjected to arbitrary actions.
📌 Every action taken by an authority must comply with the applicable legal framework.
And something very important:
A review does not automatically mean that you have committed a crime.
Citizens retain their rights while any action by an authority is being carried out, and the authority must act within its legal powers.

That is why today we took to the roads.
We do not only talk about rights in an office.
We go out to seek them where citizens are.
We brought information directly to the people traveling on our roads, because we consider it essential for every citizen to know what they can ask, what they must respect, and what they can do when they believe an action by an authority is being carried out improperly.

🤝 RESPECTING THE LAW IS EVERYONE’S RESPONSIBILITY.
From Derechos Humanos Internacional Reynosa, Tamaulipas, we will continue traveling, providing guidance, and bringing information to citizens.
Because our rights should not only be known when a problem arises.
