The declaration puts in writing which municipalities and boroughs are part of the Mexico City Metropolitan Area (ZMVM) and establishes that they must work together to plan and address issues that affect the entire region.
Come on! The Official Gazette of the Federation published the declaration modifying the Mexico City Metropolitan Area on August 25.
With this new decree, the ZMVM will now include 16 boroughs of Mexico City, 59 municipalities in the State of Mexico, 8 in Hidalgo, and the surprise that nobody saw coming: one municipality in Morelos.
So, which municipalities are being incorporated into the Valley of Mexico? What does this mean? Are we all one now? Here’s what you need to know.
The Mexico City Metropolitan Area “Expands”
The declaration formally establishes which municipalities and boroughs are part of the Mexico City Metropolitan Area and requires them to work together to plan and address issues affecting the entire region.
In Hidalgo, the municipalities being incorporated are: Atitalaquia, Atotonilco de Tula, Tepejí del Río, Tizayuca, Tlaxcoapan, Tolcayuca, Tula de Allende, and Villa de Tezontepec.
In the State of Mexico, the municipalities are: Ecatepec, Naucalpan, Tlalnepantla, Nezahualcóyotl, Chalco, Ixtapaluca, Tecámac, and Zumpango.
In Morelos, the only municipality being incorporated is Huitzilac.
According to the document, this area would become a point of reference for planning and implementing projects involving mobility, infrastructure, housing, land-use planning, and environmental protection.
First and foremost, the idea is to improve coordination among the different levels of government. This way, they will be able to work together on the development of the area.
However, it should be noted that the declaration does not modify institutional powers. The legal powers belonging to the states or the Federal Government also remain unchanged.
Therefore, if something is prohibited in a municipality that already belongs to the Valley of Mexico, this does not mean that the same measure will automatically apply elsewhere; each locality will retain its own specific regulations.
In short, the Mexico City Metropolitan Area will expand further starting August 26, 2026.
