Jalisco Governor Pablo Lemus Navarro confirmed that the Secretariat of Finance and Public Credit (SHCP) will grant final approval to the financing scheme for the state’s priority water infrastructure projects within approximately one week. This progress comes after a meeting held last Friday between the governor and federal government authorities.
During the announcement, Lemus reported that the technical project for the Guadalajara-Chapala aqueduct —a key component of the complementary works for the El Zapotillo system— has already received the corresponding approval. Likewise, the comprehensive renovation of Miravalle Drinking Water Treatment Plant No. 1 was authorized, strategic infrastructure for ensuring the supply of drinking water in the Guadalajara Metropolitan Area.
Financial scheme and resources
The state governor detailed how the sources of financing will be distributed to carry out the projects without compromising public finances beyond the current administration:
- Drinking Water Treatment Plant No. 1 (Miravalle): It will be carried out with 100% state resources under a multi-year scheme. It will not require approval from the State Congress and will be fully paid for before the end of the current six-year administration.
- El Zapotillo works (Aqueduct and Electrification): These will be undertaken by the Federal Government, which will provide the entire financing.
- Chapala Replacement Aqueduct: The Zero Coupon Credit (CMRO) scheme will be used exclusively for the construction of this infrastructure.
Presentation before the State Congress
Pablo Lemus announced that the formal initiative to submit this package of water infrastructure projects to a vote in the Jalisco Congress could be presented on September 15.
Through a combination of federal and state funds, the administration seeks to accelerate long-term solutions to the water deficit in the metropolitan area, caused by the rapid population and industrial growth of recent years.
