In Zacatecas, between 2021 and 2026, David Monreal Ávila and Morena Senator Verónica Díaz Robles, his sister-in-law and former state delegate for the federal government’s Welfare Programs under the previous administration, have co-governed, but “Ricardo Monreal Ávila is the one who makes the decisions on fundamental matters involving the Executive, Legislative, and Judicial branches, as well as controlling the municipalities.”
Members of the Coordinadora Zacatecana de Lucha Social 10 de Abril, an organization that brings together social organizations, feminist groups from Zacatecas, as well as university researchers and workers who are critical of what they have identified as “the Monreal clan’s caciquismo,” made the accusations Monday, on the eve of the appointment of the State Coordinator for the Defense of the Transformation and National Sovereignty, where they fear Verónica Díaz Robles will be imposed.
At a press conference, some of the Coordinadora’s leaders, including Rodolfo García Zamora, Mario Efrén Ochoa Vega, and José Santos Cervantes, read a statement in which they accused Verónica Díaz Robles, “the Monreal family’s pre-candidate,” of having benefited for more than a year from a massive presence in the media and from appearing regularly at public events alongside Governor David Monreal Ávila, participating, for example, in the distribution of school supplies and the promotion of federal social programs.
In this context, members of the Coordinadora raised their concern with Morena’s national leadership:
“Will Monrealist caciquismo be ratified? Or will its dismantling begin, making way for true democracy and honest, capable citizen governments committed to the needs of the people of Zacatecas?”
At the state level, they warned that the 2027 electoral process “is taking place amid tensions and divisions within Morena and its allies. Six candidates are competing against a member of the Monreal family who seeks to continue using the state as her fiefdom and a space for impunity and exploitation, taking advantage of the role of her leader, Ricardo Monreal, at the top of the Legislative Branch and as a permanent negotiator with the opposition… Added to this is 80 percent social rejection of David Monreal’s administration.”
Next year’s electoral process in Zacatecas “has enormous repercussions that go far beyond a normal election for governor, federal and local legislators, and the 58 municipal governments; at the same time, it represents an enormous challenge:
“Will the Monrealist caciquismo, which has already continued for 28 years in Zacatecas, be ratified? Or will this cacique-like rule, which has degraded the Executive, Legislative, and Judicial branches and exploited municipalities through threats and blackmail, be rejected and dismantled, after pushing Zacatecas into backwardness, marginalization, and violence?”
In this scenario, and while continuing to support the federal government of the Fourth Transformation, members of the Coordinadora called on society as a whole and all of its sectors “to remain alert and mobilized,” first, in “resolute and unbreakable unity in the face of the threat of external interference, particularly from the North American imperialism of Donald Trump’s neo-fascist government, should it seek to attack our national independence and sovereignty or intervene in the 2027 electoral process.”
They also called for strengthening “the process of empowering poor people, both in view of the internal transformation process and in solidarity with the struggles of the peoples of Latin America and the entire world,” and finally, asked to maintain “the steadfast unity of Zacatecas’ democratic and progressive forces in order to achieve the definitive dismantling of Monrealist caciquismo through the 2027 electoral process.”
