Saltillo-Nuevo Laredo Passenger Train Set to Become Coahuila’s Largest Budgeted Project in 2027
The Saltillo-Nuevo Laredo passenger train project is emerging as the largest budgeted infrastructure project for Coahuila in 2027, with a planned federal investment of $41.9858 billion pesos, according to the 2027 Federal Expenditure Budget Proposal (PPEF).
The figure represents a 191.9% increase compared with the $14.386 billion pesos approved for this project in the 2026 Federal Expenditure Budget, placing railway infrastructure among the region’s main investment projects.
The railway system is expected to have a length of 363.1 kilometers and will connect Saltillo with Nuevo Laredo, with a route that includes five strategic points for service operations.
The project includes terminals in Saltillo and Nuevo Laredo, as well as intermediate stations in Santa Catarina, Monterrey Centro, and Monterrey Norte, with the aim of establishing a passenger rail connection across one of the areas with the greatest economic activity in northeastern Mexico.
The scale of the allocation makes the train the largest investment among the projects planned for Coahuila in the budget document, far exceeding other relevant projects for the state.
Resources for Health and Energy
The 2027 PPEF also includes $1.0514 billion pesos for the construction of a hospital center equipped with 260 beds, as part of the investments planned for healthcare infrastructure.
In the energy sector, the Burgos project, which covers areas of Coahuila, Tamaulipas, and Nuevo León, would receive an allocation of $2.8491 billion pesos for the development of 81 fields through the drilling of conventional and horizontal wells.
The proposed budget also includes investments to strengthen the electrical infrastructure in northern Coahuila.
The Federal Electricity Commission (CFE) has allocated $16.5 million pesos for projects to reinforce the electrical grid in Piedras Negras and another $32 million pesos for Acuña, for a combined total of $48.5 million pesos.
Budget Impact Under Review
Following the submission of the budget proposal, federal deputy Jericó Abramo Masso reported that he had begun reviewing the 2027 PPEF annexes to identify the allocations designated for Coahuila and evaluate their impact on the municipalities and strategic sectors of the state.
Among the areas receiving the largest proposed investments for the state are railway connectivity, hospital infrastructure, hydrocarbon exploitation, electrical infrastructure, and higher education.
The proposal must continue through the legislative process before becoming the final budget for fiscal year 2027.
