Veracruz Legally Dissolves the Civil Force After Nearly a Decade of Operation

The personnel will be reassigned to the Subsecretariat of Operations, retaining their seniority and respecting the labor rights in force at the time of dissolution.

This Saturday, the decree that ends the Civil Force of Veracruz, an elite unit created during the government of Javier Duarte de Ochoa, came into effect. After nearly ten years of operations, the corporation is officially dissolved through the “Decree that reforms, adds, and repeals various provisions of the Internal Regulations of the State Public Security Secretariat.”

The decree, published on August 23, establishes that all human, financial, and material resources of the General Directorate of the Civil Force will be transferred to the Subsecretariat of Operations.

Over the next 180 calendar days, the operational personnel of the defunct Civil Force will undergo control and trust evaluations, as well as training in Human Rights, Crowd Control, and Public Meetings.

These efforts aim to strengthen the principles governing the Public Security Secretariat. The personnel will be reassigned to the Subsecretariat of Operations, retaining their seniority and respecting the labor rights in force at the time of dissolution.

Administrative personnel will also be relocated to equivalent areas within the Subsecretariat of Operations, maintaining their labor rights. Additionally, it is established that within no more than 15 business days, the uniform of the operational personnel must be standardized to that of the Subsecretariat of Operations.

Visual references, logos, and any other elements associated with the “General Directorate of the Civil Force” must be removed or modified within the next 15 business days, in accordance with the budget of the Public Security Secretariat.

Furthermore, modifications to the organization and procedure manuals must be made within the next 180 days.

The new internal regulations of the Public Security Secretariat also grant the Subsecretariat of Operations the authority to create and modify special groups according to crime incidence, geography, and the complexity of crimes. Additionally, it will oversee inspection, surveillance, and prevention actions on roads, state highways, protected natural areas, and bodies of water.

Three new directorates have been established under the Subsecretariat of Operations: the Directorate of Public Security Operations, the Directorate of Strategic Municipal Supervision, and the Directorate of Proximity and Citizen Support. The latter will be responsible for coordinating support operations in cases of disasters and accidents, with the aim of providing immediate, effective, and timely security through citizen proximity.

When Was the Civil Force Created?

The Civil Force was created on October 20, 2014, based on the Xalapa-Veracruz highway, in the locality of “El Lencero,” municipality of Emiliano Zapata. It was composed of five divisions and three specialized companies. However, its dissolution was accelerated after the deaths of Jorge and Alberto Cortina, aged 37 and 27 respectively, during an eviction in the community of Totalco, municipality of Perote, last June.
