Carlos Arturo Pancardo, the new head of security in Tamaulipas

Governor Américo Villarreal Anaya reported that, in agreement with federal authorities, retired Major General Carlos Arturo Pancardo Escudero was appointed as the new Secretary of Public Security, replacing General Sergio Hernando Chávez García.

The governor emphasized that this change of leadership is part of the leadership rotation strategy agreed upon with the Mexican Government’s Security Cabinet for the states and is part of the institutional coordination between the different levels of government in this area.

“General Pancardo has extensive experience, in-depth knowledge of the state, and a full commitment to the vision of security and community that this administration promotes. His arrival reinforces our commitment to peacebuilding and to professionalized security forces that are close to the citizens,” the governor stated.

In addition to his training and experience, General Pancardo has in-depth knowledge of the security context in Tamaulipas, which will allow for continuity and strengthening of the achievements made since the beginning of the administration.

Pancardo Escudero holds a bachelor’s degree in Administration from the Superior School of War, a master’s degree in National Defense and Security from the National Defense College, and more than 47 years of service in the Mexican Army and Air Force. He was a member of the Mexican Legion of Honor, commander of the Eighth Military Zone in Reynosa, vice chancellor of the University of the Mexican Army and Air Force, and chief of staff of the Fourth Military Region, based in the state of Nuevo León.

Governor Américo Villarreal Anaya urged the new official to maintain the operational and ethical standards that distinguish the new State Guard, as well as to consolidate the security model focused on human rights, intelligence, and social proximity.
