Pet abandonment in Nuevo León is proposed to be punished with jail time.

Anyone who abandons a pet could face a penalty of six months to three years in prison if the initiative presented by Morena representative Reyna Reyes Molina in the State Congress is approved.

The legislator submitted the document to the Official Records Office, where she explained that additional penalties are also proposed for those who obtain undue profit from the abandonment or abuse of animals. The initiative includes classifying the abandonment of domestic animals as a crime, through an amendment to Article 445 of the Penal Code of the State of Nuevo León.

Reyes Molina argued that abandoned animals run the risk of being beaten, abused, or even killed, so it is urgent that these types of actions not go unpunished.

Separately, Claudia Chapa Marmolejo, a representative from the Green Ecologist Party of Mexico (PVEM), proposed the creation of Animal Welfare Centers in all the state’s municipalities through a reform to the Animal Welfare Law.

Accompanied by Edgar Salvatierra Bachur, the leader of the PVEM in Nuevo León, Chapa Marmolejo, pointed out that there are currently only 15 such centers in the state, leaving out more than half of the municipalities, including some in the metropolitan area, where the problem of stray animals is most serious.

The representative explained that these centers would be managed by the Ministry of the Environment and that the budget execution would not fall on the municipalities, so their creation would not represent a financial impact on local governments.
