In 13 Mexican states, including Chihuahua, a decree promoting the regularization of used vehicles of foreign origin, i.e., “chocolate cars” originating in the United States or Canada, is in effect. The process costs 2,500 pesos and must be completed at the Public Vehicle Registry (Repuve); the deadline is September 2026.
How can I complete the process to regulate “chocolate cars” in Chihuahua?
First, you must schedule an appointment with Repuve through the website https://regularizaauto.sspc.gob.mx/, where you will need to have the following documents on hand:
CURP (Customer Registration Number)
Vehicle VIN (Vehicle Identification Number)
Zip code
Email address
Afterwards, you must attend your appointment at the scheduled time and date, presenting the following documents:
Document proving vehicle ownership
Printed image of the VIN (decal or photograph)
Governmental identification (current)
Proof of address (no older than three months)
Signed statement under oath of allegiance
Proof of payment of 2,500 pesos
Printed appointment receipt
Once you complete the documentary and physical inspection of the vehicle, you will be issued the Vehicle Registration Certificate, along with the receipt and regularization documents issued by the Customs Agency. With these documents, you can process the license plates for your “chocolate car.”
