The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has targeted 16 establishments and restaurants linked to the Sinaloa Cartel. The U.S. agency has included them on a new list of anti-drug and terrorism designations.

The report also includes Hilda Brown, a Morena representative in Baja California and former mayor of Rosarito, Baja California, whom it accuses of having “alleged political ties” to Sinaloa Cartel operatives.

According to OFAC, Brown was part of the so-called “Rosarito network,” a political and business network that, according to Washington, served as a protection and financing arm for the criminal organization.

The Mayos, under the command of brothers Alfonso and René Arzate García, maintain control of large areas in northern Baja California. René Arzate has direct influence in Rosarito, a strategic location due to its proximity to the US border, which serves as a key corridor for drug trafficking into that country.

Their dominance in the region is sustained through associates such as Mario and Karlo Herrera, who collaborate with Jesús González Lomelí, a local businessman and financial operator for the Sinaloa Cartel. González owns bars, restaurants, and clubs in Rosarito, including Bombay Beach Club, Coco Beach Club, and Mariscos El Caimán, which he has used to launder large sums of drug money.

Furthermore, the Arzate brothers have leveraged the political influence of González and Candelario Arcega Aguirre to control the municipal government, particularly during the administration of former Mayor Hilda Araceli Brown Figueredo.

Arcega, close to Brown, placed allies in key positions, while he and González acted as intermediaries between the mayor and the Arzates. Together, they facilitated cartel operations, collected extortion money, and ensured institutional protection for criminal activities in Rosarito.
