In 2021, a training camp for criminal groups operated in Las Choapas, Veracruz, with the permission of then-governor Cuitláhuac García Jiménez.

According to a document from the Intelligence Fusion Center (Cerfi), which the media outlet 24 HORAS obtained after the Guacamaya Leaks hack, it revealed the relationship between the owner of the company, Get Off Rhe X, and the former governor.

The 200-page document revealed that the owner, Luis Aarón Morales Gómez, alias “Capitán,” paid 1.5 million pesos to the now-former governor for operating permits for the camp that trained criminal cells, using funds from Israel and other countries.

The Mexican Army tapped the phone of Luis Aarón Morales Gómez, alias “Captain,” the owner of the company Get Off The X, because he was identified as a member of a cell dedicated to training criminal groups and selling weapons. According to journalist Anabel Hernández, Morales Gómez was identified by intelligence agencies in 2021.

In a call made in September of that year, “Captain” claimed to have contact with then-governor Cuitláhuac García, to whom he claimed to have paid 1.5 million pesos to obtain permits for the training camp.

The camp operated in Las Choapas, Veracruz, under the guise of a shooting and self-defense school, but it was also responsible for training criminal groups such as Los Zetas.

The Ministry of Defense (Sedena) established that Morales was supported by former members of the special forces. He also employed civilian combat experts and Russian mercenaries, and even operated with resources from Israel.

“‘Captain’ told Junior that he received funds in Israel and also stated that he gave 1.5 million pesos to the governor of Veracruz (Cuitláhuac García),” the transcript of the call stated.

“‘Captain’ told ‘Junior’ that he knows several members of organized crime and has provided them with training. He also claimed that he owes members of ‘Los Zetas’ an 8 million peso debt, which he is currently paying,” the same call revealed.

Days later, another call with ‘Suegro’ revealed that

“the notary gave him the documentation that he will send to the then governor (possibly the now former governor of the state of Veracruz) in order to obtain the permits for his shooting range project.”
