The governor of Puebla, Alejandro Armenta, stated that the first four lines of the Cablebús (cable car system) will be directly managed by the state government. However, they will maintain the option of a concession as a legal recourse should the budget not be sufficient to complete the project during his term.

Luis García Parra, cabinet coordinator, explained that before moving forward with the project, it was necessary to incorporate this transportation system into the Mobility Law. This was because the state regulations did not include a specific category for this service.

García Parra added that, although the law now allows for concessions, this will not be applied for now, as the project is currently in the bidding phase for both its construction and operational launch.
