The leader of the Eastern Yucatán Regional Livestock Union (Ugroy), Mario López Meneses, filed a complaint today with the Yucatán State Anti-Corruption System for the alleged embezzlement of 165 million pesos that the Secretariat of Rural Development (Seder) allocated to the organization during the administration of PAN party member Mauricio Vila Dosal.
The current Ugroy leader reported this case of alleged irregular handling of public funds during the 2019–2024 period to the System, which is under the jurisdiction of the State Attorney General’s Office (FGE).
“This action is based on the urgent need for the institutions to clarify, with complete transparency and without delay, the destination of more than 160 million pesos—165 million, to be exact—that the Secretariat of Rural Development transferred to this organization—Ugroy, located in the municipality of Tizimín, in the eastern part of the state—through various agricultural support programs,” stated the livestock businessman.
He added that this complaint stems from documented information obtained through technical reviews, administrative reports, and internal testimonies that point to significant irregularities. These include possible misappropriation of millions of pesos and the use of public funds for purposes other than those authorized; duplicate productive projects with identical descriptions and no material evidence of their implementation; beneficiary lists with questionable signatures or without proof of delivery of aid.
Similarly, there are internal bank transactions without sufficient supporting documentation; microloans granted without evidence of repayment, payment, or current collateral; and, finally, possible omissions and oversight failures by state officials responsible for monitoring the programs.
“A recent internal report has acknowledged several of these points and, in our understanding, confirms the existence of irregularities in a preliminary review phase,” López Meneses emphasized.
For nearly six years, Ugroy was led by a leadership that left office in October 2024 amid internal scrutiny, millions of dollars in debt, and public demands for transparency in the organization’s finances. Although the whistleblower did not mention names, from 2019 to 2024 Ugroy was headed by businessman Esteban Abraham Macari, who failed in his bid to become a federal deputy in the June 2024 elections under the PAN party banner.
According to the current leader of Ugroy, the former head of this livestock association (Abraham Macari) has denied the allegations, “but the administrative investigation remains open and could lead to criminal charges if the evidence is corroborated.”
López Meneses stated that, given the alleged misuse of funds, the authorities must clarify who authorized the funds, how they were spent, and how the public funds allocated to Ugroy were used. The Ministry of Rural Development (Seder), under the administration of PAN governor Mauricio Vila, was headed by Jorge Díaz.
He demanded that the current authorities continue the investigation with independence, impartiality, and technical rigor; make the files and documents related to the case transparent; determine, based on evidence, whether there was administrative or criminal liability; and guarantee that this type of practice will not be repeated in any organization receiving public funds.
