In compliance with Governor David Monreal Ávila’s instruction to support Mexican nationals returning from abroad during the upcoming holiday season, from arrival and stay to departure, the Mexican and Zacatecan governments are preparing the Winter Operations for the “Heroes Paisanos” Program and the “Vehicle Caravan for Well-being 2025” initiative.
The head of the Zacatecan Migrant Secretariat (Sezami), Iván Reyes Millán, reported that the 2025 Winter Operation of the “Heroes Paisanos” Program involves institutions from all three levels of government, led by members of the State Peacebuilding Roundtable.
This season’s special operation for the “Heroes Paisanos” Program begins on November 28, 2025, and concludes on January 8, 2026. In the state of Zacatecas, 21 information booths have been set up, staffed by 46 volunteer observers in 14 municipalities.
This operation is coordinated by the Zacatecas office of the National Migration Institute (INM) in collaboration with the State Government, through the relevant agencies, such as the Zacatecas Migrant Services (SEZAMI) and the Public Security Secretariat, whose head, General Arturo Medina Mayoral, has been instrumental in supporting actions for the well-being of the Zacatecas migrant community.
Also participating are the National Guard (GN) Zacatecas, the State Attorney General’s Office (FGJE), the Zacatecas Immediate Reaction Force (FRIZ), the Zacatecas Health Secretariat (SSZ), the Interior Secretariat (Segob), the National Defense Secretariat (Sedena), the Public Administration Secretariat (SFP), and the Green Angels (roadside assistance service).
Additionally, the Zacatecas State Human Rights Commission (CDHEZ), the Zacatecas Sub-Secretariat of the National Employment Service (SNE), Civil Protection, the Directorate of Road Safety, the Taxpayer Defense Attorney’s Office (Prodecon), and others.
Reyes Millán reported that, at the direction of Governor David Monreal Ávila, for the fourth consecutive year, assistance and support will be provided to Zacatecan families traveling from abroad to the state of Zacatecas through the “Vehicle Caravan for Well-being 2025” operation.
The Consulate General of Mexico in Eagle Pass, Texas, along with city authorities and security agencies, have joined in supporting these Mexican nationals during this operation.
The gathering of vehicles and families will take place on December 19th, starting at 10:00 PM, for departure on December 20th at 5:00 AM, at the Sports Complex located at 1325 Patsy Winn Blvd, in Eagle Pass, Texas, 78852.
Citizens participating in the “Vehicle Caravan for Well-being” are encouraged to register at the following link: https://sgi.zacatecas.gob.mx/sezamicontigo/remiza/ for tracking and monitoring purposes.
It is recommended that those traveling obtain their temporary vehicle import permit in advance, and that those who are not Mexican citizens obtain the Multiple Immigration Form (FMM).
During the holiday season, Mexican nationals living abroad, along with their families, can enjoy the 2025 Festival of Lights organized by the State Government through its various departments. The festival features Christmas-themed decorations in public spaces such as plazas, squares, alleyways, and avenues.
The Zacatecas Migrant Secretariat (Sezami) will continue to provide services for processing paperwork for Mexican nationals living abroad.
