The mayor of Puerto Peñasco, Óscar Castro Castro, lost his U.S. visa, the government confirmed last June.
Castro was traveling to the United States through the Lakeville border crossing, from Sonora to Arizona, with his family when immigration agents conducting a routine inspection notified him that his visa would be revoked.
Now, five months later, the mayor of Puerto Peñasco has filed for an injunction to avoid being arrested by the Sonora State Attorney General’s Office.

On November 18, Óscar Eduardo Castro Castro began the legal process of requesting protection from the courts.
This was recorded in case file 773/2025 of the Fifth District Court, requested as protection by the Public Prosecutor assigned to the First Court of First Instance of Puerto Peñasco, the municipality where he is mayor.
However, he did not specify which alleged accusations against him led him to request the injunction.
The injunction requested by the mayor of Puerto Peñasco was granted on November 19 by Judge Hilda Elizabeth Plascencia Carrasco.
According to the judge, she granted the provisional suspension so that Mayor Óscar Castro would not be arrested or placed in pretrial detention.
“Provisional suspension is granted with respect to the challenged acts, as well as their execution, so that if the crime or crimes for which said order was issued do not warrant mandatory pretrial detention, the responsible authorities shall refrain from depriving the complainants of their liberty, even if, during the term of this provisional suspension, in the criminal proceedings in which said order was issued, they are subject to the precautionary measure of justified pretrial detention.” Provisional Suspension granted to Óscar Castro
This injunction states that the responsible authorities “must refrain from depriving him of his personal liberty” in the event of an arrest warrant, at least until a final decision is reached regarding the suspension.
