During the National Launch of the 2025 Winter Special Operation of the “Paisano Heroes” Program, the commissioner of the National Migration Institute (INM) of the Mexican government, Sergio Salomón Céspedes Peregrina, explained that upon their return, Mexican nationals will receive personalized attention, dignified treatment, and clear support.
The head of the INM explained that the operation was designed to guarantee a safe return during the holiday season, as “paisano observers” will be stationed at airports, highways, and bus terminals to provide timely guidance and protection during entry, transit, and exit from the country, in accordance with Mayor Claudia Sheinbaum’s humanitarian vision for Mexican nationals.
He emphasized that remittances, which this year exceed $2.5 billion in Puebla, represent not only an economic source but also a reflection of the effort and love of those who support their families from afar.
Governor Alejandro Armenta reiterated that migration is a human right, that migrants are heroes, and assured that all three levels of government are working together to protect those returning this season. He added that Puebla has four representative offices in the United States and the first solar panel factory funded by migrant capital, actions that strengthen ties with those living abroad.
Governor Armenta emphasized that security institutions such as the National Guard (GN), the Ministry of National Defense (DEFENSA), the Ministry of the Navy (SEMAR), and state authorities maintain joint strategies to guarantee the safety of Puebla natives during their transit through the state. He affirmed that welcoming them is an opportunity to recognize their contribution to the development of the state and the country. He stressed that the government of Puebla has a moral and political obligation to provide them with conditions of protection and respect.
The mayor of Puebla, José Chedraui, stated that the capital city welcomes its residents with open arms and a commitment to supporting them every step of the way. He noted that the coordinated efforts between federal, state, and municipal governments allow them to assist those leaving and those returning until January 8th, addressing any needs that may arise during this period.
Testimonials from INM (National Migration Institute) workers, such as Macedo Torres and Marlén Villagómez, concluded the day’s events, highlighting the humanitarian nature of the operation and the hospitality of the state of Puebla. Both acknowledged the support of the state government and the inter-institutional collaboration that allows them to accompany their fellow citizens with protection, guidance, and personal attention.
