In her morning press conference today, December 22, 2025, Mexican President Claudia Sheinbaum Pardo explained how the 1994 Water Treaty is being fulfilled and announced a project for the state of Tamaulipas.
She explained that compliance with the international agreement was coordinated with state governments to establish a system that minimizes the impact on agricultural producers, primarily in northern states.
To meet water commitments, a model was proposed that considers the use of water resources from different basins. This will allow the country to address its water debt without significantly compromising agricultural activity in the northern region.
Work was done with all the governors, and the goal is to find a system that minimizes the impact on farmers, particularly in Chihuahua, Coahuila, Nuevo León, and Tamaulipas. The aim is to use water from all basins to address the water debt.
What projects will be undertaken in Tamaulipas?
Regarding the specific situation in Tamaulipas, the mayor acknowledged that it is one of the states most affected by the use and availability of water from the Rio Grande. Therefore, she announced the revival of a project proposed several years ago, which involves the construction of a pipeline to carry treated water from Nuevo León to Tamaulipas, primarily for agricultural irrigation.
Sheinbaum explained that the intention is to begin this project next year, in order to guarantee the water supply for irrigation in Tamaulipas, regardless of rainfall patterns.
