Between 2018 and 2025, the Mexico City Human Rights Commission registered 20,119 complaint files in which the Secretariat of Citizen Security was identified as the alleged responsible authority for human rights violations. According to official reports, 2025 recorded the highest number of cases, with 3,890 files.

The figures show a sustained increase in complaints against the agency, as well as the issuance of 56 recommendations since 2019. Specialists warn that there is no publicly available disaggregated information on sanctions for excessive use of force, which makes it difficult to fully assess the extent of the abuses
