The Governance and Constitutional Affairs Committee of the Congress approved the initiative submitted by the Governor of Puebla, Alejandro Armenta Mier, to create the University of Art and Culture Creation (UCAC), an institution that will begin academic activities in the 2026-2027 school year.
The ruling was unanimously approved by the Governance Committee and will be sent to the full Congress for a vote at the ordinary session scheduled for Thursday, March 5. The Governor and the Morena party coordinator in the Chamber of Deputies, Ricardo Monreal Ávila, are expected to attend.
The new university will be headquartered at the International Museum of the Baroque, and will also open branches and offices in various regions of Puebla. Its academic offerings will include bachelor’s degrees in architecture, music, visual arts, drama, and dance, as well as a specialized technical high school diploma in fine arts.
Prior to the formal start of classes, the University of Creation, Art, and Culture in Puebla will be able to offer continuing education programs, associate’s degree programs, postgraduate studies, and preparatory courses for incoming students.
The institution will operate as a decentralized public entity of the state government, with its own legal personality and assets, under the purview of the Ministry of Public Education.
It will have technical and administrative autonomy to fulfill its academic objectives.
The design and updating of study plans and programs, the incorporation of innovative teaching methods supported by new technologies, and the implementation of continuing education and specialization programs are planned.
Furthermore, the Congressional Governance Committee highlighted the importance of promoting academic mobility for faculty and students at the national and international levels, as well as establishing scholarship programs for undergraduate and postgraduate studies.
The University of Creation, Art, and Culture in Puebla will be comprised of a Board of Directors, a Rector, and an administrative structure.
The governor will serve as honorary president of the Council, while the head of the Public Education Secretariat will be the executive president.
The collegiate body will have seven members: the heads of the Planning, Finance and Administration, and Arts and Culture Secretariats, the General Directorate of Museums of Puebla, and the Undersecretary of Higher Education.
It will also include three prominent members from the social, cultural, and artistic fields, appointed by the state executive branch.
The person appointed as rector will serve a four-year term, with the possibility of reappointment for a second term.
The internal regulations must be issued within a maximum of 120 calendar days after the corresponding decree enters into force. (LV)
