US Agents in Chihuahua Entered Without Authorization to Operate, Federal Government Concludes

The Mexican government, through the Security Cabinet, released new details regarding the presence of US agents in Chihuahua, following the April 19 accident that killed four people, including two state police officers and two foreign nationals.

In a press release, federal authorities expressed their condolences to the victims’ families and reiterated their institutional support. However, the statement focused on the conditions under which the foreign agents entered the country.

According to immigration records, one of them entered Mexico as a visitor, without authorization to engage in paid work, while the other entered with a diplomatic passport. In both cases, the Security Cabinet specified that neither had formal accreditation to participate in operations within the national territory.

Furthermore, the federal government indicated that neither the security institutions nor the Ministry of Foreign Affairs had prior knowledge of the presence or participation of foreign agents in operational activities in the country. This incident reinforces doubts about compliance with established protocols for international security cooperation.

In light of this situation, it was indicated that reviews are ongoing in coordination with local authorities and the U.S. Embassy in Mexico, with the aim of clarifying what happened.

The statement also emphasizes that Mexican law prohibits the direct participation of foreign agents in operations within the country. Cooperation with other nations, it specifies, is limited to the exchange of information, institutional coordination, and technical assistance, always under the principles of respect for sovereignty, reciprocity, and non-subordination.

Finally, the Mexican government reiterated its commitment to maintaining a bilateral relationship with the United States based on respect and cooperation in security matters.
