The strategy that makes Coahuila one of the safest states in Mexico

The recent National Survey of Urban Public Safety (ENSU) report by INEGI (the Mexican National Institute of Statistics and Geography) ranks three cities in Coahuila among the six with the highest perception of safety in Mexico. According to official data, Piedras Negras holds second place nationally and is recognized as the safest border city in the country.

Saltillo maintains its position as the capital city with the best perception of safety, ranking fourth nationally. Torreón also showed improvement, rising to sixth place in the ENSU ranking.

These results solidify Coahuila’s position as the safest state in Mexico, based on a direct comparison with Yucatán and Baja California Sur, states that also frequently rank among the safest, but whose cities, as evaluated by the ENSU, do not surpass those in Coahuila.

The state government attributes this performance to the security strategy led by Manolo Jiménez Salinas, who has promoted joint actions among the three levels of government. “We continue working as a team and in coordination… giving citizens certainty of security,” the state administration stated.

Authorities are implementing a personalized strategy to relocate General Motors workers to new job openings in the region.

To maintain these levels, the local government has allocated “a significant amount of resources to infrastructure, equipment, training, and improved working conditions for police officers.” The goal, according to authorities, is to strengthen the security model with a focus on prevention, community policing, intelligence, and force.

Currently, Coahuila’s position in security indicators, according to its authorities, reflects a “cutting-edge model that stands out not only nationally but also internationally.” The strategy, they indicate, aims to ensure that the population feels confident in the institutions and perceives a stable environment in their daily lives.

Ultimately, the National Survey of Urban Public Security (ENSU) supports the positive perception of security in the state’s main cities, validating the public policies implemented by the state government and maintaining Coahuila’s position among the safest states to live in Mexico.

According to official sources and data from INEGI (the Mexican National Institute of Statistics and Geography), Coahuila solidified its position as one of the states with the highest perceived safety in the country starting in 2025, when the National Survey of Victimization and Public Safety Perception (ENVIPE) ranked it second nationally for the first time. Furthermore, the National Urban Public Safety Survey (ENSU) highlights cities like Saltillo and Piedras Negras as among the safest in the country.

The state government reported that homicide rates showed a significant reduction during 2025.

Las autoridades implementan una estrategia personalizada para reubicar a los trabajadores de General Motors en nuevas vacantes disponibles en la región.
