One of Texas’ 10 most wanted sex offenders captured in Mexico

A man on Texas’s list of 10 most wanted sex offenders was captured in Mexico and turned over to U.S. authorities, the Texas Department of Public Safety (DPS) reported.

Kit Edward Lulow, 42, was located in Nuevo Progreso, Mexico, just across the border from Progreso, Texas, in Hidalgo County.

Authorities reported that the capture was coordinated by the U.S. Marshals Joint East Texas Fugitive Task Force, while special agents from the DPS Criminal Investigations Division in Texarkana also participated in the case.

Lulow was turned over to the Texas Rangers at the Progreso port of entry and subsequently booked into the Hidalgo County Jail on May 7, 2026.

He was wanted for sex crimes and child pornography.

According to DPS, Lulow was convicted in Oregon in 2008 for the following crimes:

Rape
Sexual abuse
Sodomy

The charges were related to assaults committed against a minor under the age of 13.

After being found guilty, he was sentenced to 75 months in prison.

Authorities stated that between 2014 and 2019, he was arrested several times in Oregon for violating the terms of his supervised release.

He fled to Mexico after being released on bail in Texas.

According to DPS, in February 2026, Lulow was arrested in Marion County, Texas, on charges of:

Illegal possession of a firearm by a convicted felon
Possession of child pornography
He was subsequently released on bail, left Texas, and fled to Mexico.

In addition, since February 2026, he was wanted in Cass County for allegedly failing to comply with sex offender registration requirements.

In April 2026, the U.S. District Court for the Eastern District of Texas also issued additional arrest warrants against him for:

Possession of child pornography
Possession of a firearm by a convicted felon

The Department of Public Safety (DPS) indicated that, so far in 2026, state and federal authorities have arrested 33 individuals on the following lists:

Most Wanted
Sex Offenders
Criminal Illegal Immigrants

These include:

26 sex offenders
Four gang members

DPS reported that more than $50,500 in rewards have been paid for information leading to arrests.
