The Institute of Social Security and Services for State Workers of Zacatecas (Issstezac) seeks to transfer the Hotel Parador to the Government of Zacatecas as a dación en pago (transfer of assets in lieu of payment) to settle a 315-million-peso debt arising from financial advances granted during 2024 and 2025.
Governor David Monreal Ávila submitted the proposal to the State Legislature, requesting authorization for the pension agency to transfer the property—located in the state capital and part of its business portfolio.
The initiative was presented during the ordinary session held this Thursday. The document outlines that Issstezac is facing a financial crisis requiring the implementation of mechanisms to generate liquidity and meet its economic obligations, including pension payments and debt settlement.
The statement of purpose notes that the institute is experiencing sustained financial deterioration, driven primarily by rising pension expenditures—which, according to the proposal, have surged by over 889 percent since 2020—a situation described as unsustainable for the agency’s finances.
Faced with this scenario, the state executive branch proposes removing assets from the institute’s holdings for disposal. In this instance, the transaction would be executed through the legal mechanism of dación en pago for the benefit of the Government of the State of Zacatecas.
The property in question is the Hotel Parador, a four-star establishment covering 11,342 square meters. Its market value was estimated at 364.3 million pesos, based on an appraisal conducted by the College of Appraisers of the State of Zacatecas.
According to the proposal, this amount would enable Issstezac to settle the 315 million pesos that the Secretariat of Finance transferred to the institute between 2024 and 2025 as an advance on contributions. Moreover, the property’s value would exceed the outstanding debt, meaning the agency would retain a surplus balance once the transaction is finalized.
The proposal must be referred to committees for analysis and the issuance of a formal opinion. Subsequently, it will be submitted for consideration by the full State Legislature, which will determine whether or not to authorize the transaction proposed by the Executive branch.
