Zacatecas police officers: 87% have passed trust-verification tests.

Most Zacatecas state police officers who do not currently have a valid and passing confidence-control evaluation are already undergoing evaluation or profile-updating processes, Manuel Flores Sonduk, head of the Executive Secretariat of the State Public Security System (SESESP), reported.

The official clarified that the figure reported this week by INEGI, showing that 61.3 percent of state police officers had a valid and passing evaluation, corresponds to the end of 2025 and therefore no longer reflects the current situation of the police force.

In an interview with El Sol de Zacatecas, he stated that 87 percent of officers in the Public Security Secretariat (SSP) currently have a valid and passing confidence-control evaluation, as a result of progress made during this year.

He explained that the evaluations are valid for three years, meaning that officers whose approval is about to expire or has already expired must undergo a profile-update process. This is in addition to evaluations for new police officers as they join the forces.

“More than 9 percent are pending having a current passing confidence-control examination; these correspond to new recruits who are evaluated as they are registered,” he explained.

Meanwhile, approximately 5 percent of state police officers were deemed unsuitable during the evaluations. These cases are being reviewed by the Honor and Justice Council, which has already initiated the corresponding procedures to determine whether the officers should remain in or be separated from the police force.

Limited Capacity

Flores Sonduk attributed part of the backlog to the capacity of the Zacatecas Center for Confidence Evaluation and Control, which serves not only state police officers but also investigative personnel, employees of the State Attorney General’s Office, and personnel from all 58 municipalities.

Overall, the center must evaluate approximately 6,000 people involved in public security, which is why an evaluation schedule has been established through December.

“We are conducting between 350 and 400 evaluations per month,” he said.

The official acknowledged that the objective is to maintain at least 90 percent of the state security force with valid and passing evaluations, a percentage he considers an optimal indicator. However, he said maintaining 100 percent coverage is practically impossible because of new recruits and changes in personnel assignments.

“The Confidence Center of the state of Zacatecas is modest, although it makes an effort with the polygraph examiners and psychologists who are part of it,” he said.

Police Certification Also Increasing

Regarding the Single Police Certificate (CUP), Flores Sonduk said that the percentage reported by INEGI also does not reflect the current situation.

While the census placed Zacatecas at 42.6 percent of certified state police officers at the end of 2025, the SESESP currently estimates that the figure is close to 70 percent.

To obtain the Single Police Certificate, officers must meet four requirements: have a valid and passing confidence-control evaluation; complete initial training; pass basic police-function competencies, including weapons handling, vehicle operation, and tactical skills; and demonstrate knowledge of applicable laws and regulations.
