Some secondary schools in Baja California will implement the use of completely transparent backpacks and pencil cases starting with the 2026–2027 school year as a measure to strengthen security on school campuses.
Technical Secondary School No. 40 announced that students will be required to use backpacks without colors, shades, partial transparency, or materials that prevent their contents from being clearly visible.
The measure also applies to pencil cases, which must be completely transparent so that the items brought into the school can be easily seen.
Which secondary schools will use transparent backpacks?
The measure is also planned for Secondary Schools No. 15 in Otay, No. 33 in Mariano Matamoros, and No. 53, located in the Las Delicias neighborhood, among other schools.
Lorena Meléndez Yáñez, a member of Manos Unidas Pro Rosarito A.C., said that the use of transparent backpacks could help detect objects that may pose a risk to students.
“It is a very good option. I mean, it doesn’t rule out the possibility that you know the students could be carrying something.”
She said.
Calls for protocols to inspect students’ backpacks
She explained that transparency makes it possible to visually identify items such as weapons, scissors, knives, or drugs, although she considered it necessary to establish clear rules for inspecting minors’ belongings.
“I don’t think there is any other option; both state and federal legislators need to establish a protocol for inspecting the belongings of children and young people.”
She said.
She noted that some inspections are currently carried out with parental authorization, but considered it necessary to have an established protocol determining how these inspections should be conducted and who should participate.
