A resident of the Santa María La Ribera neighborhood in the Cuauhtémoc borough decided to fill in some potholes in front of his home himself, having grown tired of waiting three years for the authorities to repair the street.

To his surprise, four police officers arrived almost immediately to demand the permit required for such work. Explaining that he was unaware of the specific legal provision—a claim that turned out to be true—he stated that he simply wanted to stop driving into the deep hole and asked to be allowed to finish the job.

However, the officers threatened to arrest him if he did not pay a fine. When he resisted, they called in six additional officers to subdue him.

Neighbors called on Mayor Alessandra Rojo to secure the citizen’s immediate release, pointing out that she and other officials frequently perform the same type of work—often poorly—solely to generate content for their social media channels.
