The door to a possible return of Rubén Rocha Moya to the government of Sinaloa is precisely the one his opponents want to close. Recently, the request to initiate impeachment proceedings against the governor on leave took a step forward within the state Congress, as revealed by PRI lawmaker Paola Gárate Valenzuela.
“Today it has been ratified by citizens who supported this procedure, and it is now in the hands of the local Congress to determine whether it should proceed and remove the possibility of him returning to office whenever he wants,” the lawmaker stated.
Why are they seeking impeachment proceedings against Rubén Rocha?
According to the petitioners, the request includes 16 incidents that occurred during Rubén Rocha Moya’s time in office, which, from their perspective, could constitute acts or omissions affecting fundamental public interests and the proper functioning of the state administration.
Among the issues included in the document are allegations related to the 2021 elections, including the alleged deprivation of liberty of members and political operatives from different political parties.
Paola Gárate Valenzuela is also mentioned, as she is currently a PRI lawmaker and is participating in the submission of the request.
It is important to clarify that these allegations are part of the arguments presented by the petitioners and must be reviewed by the appropriate authorities; filing a request for impeachment proceedings does not, by itself, mean that the accusations have been proven.
Citizens want lawmakers to vote publicly
Karla Montero, a former local lawmaker who served in the 63rd Legislature, explained that the document will be submitted with citizen support and that the intention is for the Sinaloa Congress to determine whether it should be formally processed.
The petitioners also proposed that, if the proceedings move forward, lawmakers should hold a public vote so that citizens can know which legislators support having the case examined and which ones oppose it.
Among those who have supported the request are Marta Reyes, president of Coparmex Sinaloa; Miguel Taniyama, former president of Canirac; activist Manlio Abel Jacobo Miller, a member of #BardasBlancas; Eduardo Cota; and Karla Montero herself, along with other citizens.

One of the central points of the petition concerns Rocha Moya’s status as governor on leave. The petitioners seek to ensure that his temporary separation from office does not mean he can later return to the state government without first having the allegations contained in the case file reviewed.
Gárate argued that the Sinaloa Congress must act and prevent the issue from remaining merely a matter of political statements. In her view, all institutional avenues should be pursued to determine whether any responsibilities exist.
The request also refers to international allegations involving Sinaloa officials; however, these must be distinguished from the specific facts included in the case file and, where applicable, established by the competent authorities.
