More than 400,000 vehicles in Puebla are circulating with expired license plates and outstanding tax debts. As a result, the state launched a regularization program on September 1, offering discounts of up to 73 percent and remaining in effect until November 30.

The measure does not require a general replacement of license plates. It applies only to vehicles with license plates that have been considered invalid since 2019 or earlier, and its purpose is to reduce the financial burden on families in Puebla.

Who Needs to Regularize Their Vehicle in Puebla

Of the state vehicle registry, which includes 1,539,754 privately owned vehicles, an estimated 400,563 are circulating with invalid license plates and have outstanding vehicle-related tax obligations.

“This program does not involve mandatory plate replacement; it is exclusively for those who have plates that are considered invalid,” explained the head of the Secretariat of Planning, Finance and Administration.

The concepts covered by the discounts include vehicle ownership tax, vehicle registration fees, fines, surcharges and adjustments, as well as a reduction of up to 100 percent on the replacement of license plates and the vehicle registration card.

How Much Will You Pay Depending on Your Vehicle Debt?

The regular cost for replacement plates, the vehicle registration card and cancellation of the existing plates totals 2,150 pesos. Under the program, people who have no outstanding debts will pay only 999 pesos, representing a 54 percent savings.

For those who do have overdue payments, the program applies tiered discounts depending on the amount owed.

People who are up to date with their vehicle ownership tax and registration fees will also be eligible for a 40 percent discount on traffic-camera fines during the program’s validity period.

The procedure will be available from September 1 through November 30. Vehicle owners are advised to check their vehicle’s status before the deadline in order to access the greatest possible discount based on their outstanding debt.
