Four opposition mayors from the southern region of Zacatecas and Aguascalientes joined forces to formally demand that Governor David Monreal Ávila, as well as the National Guard and security agencies, urgently reinforce security along the highway corridor connecting both states, after pointing out that various criminal incidents have recently been reported in the area.
The joint demand was formalized through a document signed by the Zacatecas mayors Olegario Viramontes Gómez, Julieta Isamar Camacho García, and Carlos Fabián Vera Loera, municipal presidents of Jalpa, Huanusco, and Tabasco, respectively; as well as by Daniel Romo Urrutia, mayor of Calvillo, in the state of Aguascalientes. All are affiliated with the PRI and PAN.
The document, which was shared by Olegario Viramontes on his social media accounts, states that the agreement among the mayors arose following recent reports from citizens regarding alleged criminal incidents along the Huanusco–Calvillo highway, particularly in the vicinity of the community of La Higuera. The request seeks to reduce risks along this interstate route, where vehicle thefts have been reported.
The document, signed and distributed by the four mayors, is dated September 9 in the municipality of Jalpa. It is addressed to the governor of Zacatecas, with copies sent to the heads of the Zacatecas State Public Security Secretariat, the National Guard, and the Secretariat of National Defense (Sedena). The officials base their request on Articles 21 and 115 of the Political Constitution, as well as the General Law of the National Public Security System.
Against the backdrop of insecurity, the municipal presidents are demanding four measures from the authorities. One of them is an immediate assessment of security conditions along the highway and for the matter to be incorporated as a priority item on the State Peacebuilding Roundtable agenda. Another calls on state and federal agencies to coordinate and increase patrols, surveillance, and roadside assistance efforts throughout the corridor.
The third point calls for an analysis of the implementation of a coordinated regional surveillance system covering the area from Jalpa to Calvillo, taking into account crime rates as well as the locations and times of greatest risk. It also demands close institutional follow-up so that the municipal governments are informed in a timely manner about the operational measures that are decided upon.
The document specifies that the request is being issued on a preventive and interinstitutional coordination basis: “without prejudging the existence, circumstances, or responsibility regarding the reported incidents, whose investigation falls exclusively under the authority of the competent agencies,” the document concludes.
