Jesús Mora, state leader of the guinda party, accused the mayor of failing to demand the arrest of her husband’s former head of security and of not handing over his cell phone to authorities
The head of Morena in Michoacán, Jesús Antonio Mora González, accused Grecia Quiroz, mayor of Uruapan, of requesting “selective justice” in the investigation into the murder of Carlos Manzo.
At a press conference held this Wednesday, the party leader maintained that the official demands answers when it comes to the intellectual and material perpetrators of the crime, but remains silent when investigations concern people around her, such as the alleged recommendation and salary increase given to Samuel García Rivero, who was arrested for allegedly leaking Manzo’s schedule to the Jalisco New Generation Cartel (CJNG).
“As far as it goes,” they demand in call for justice
Mora González referred to Quiroz’s phrase “as far as it goes” to “remind” her that she still has not handed over her husband’s cell phone, and he also questioned why she has not demanded the immediate arrest of José Manuel Jiménez Miranda, Manzo’s then head of security, who remains a fugitive and has a red notice seeking his arrest.
“Let it go as far as it has to go with Samuel, Judas García, let it go as far as the intellectual perpetrators, let it go as far as the phones, let it go as far as the security guards, let it go as far as the death of the teenager when he was already subdued, let it go as far as Colonel Jiménez, who remains a fugitive, let it go as far as municipal officials, if evidence emerges, let it go as far as whoever it has to go with,” he stated regarding the issues that remain pending in the case.
They presented a timeline of the Samuel García case: party leader dismissed a political attack
The most specific complaint from Morena focused on the cell phones belonging to Carlos Manzo, which were requested by the Michoacán State Attorney General’s Office (FGE) on August 28, with a third recent request.
To “illustrate” the passage of time, the party leader placed a board showing the number of days that had passed since the authorities’ request, alongside the phrase: “Where are Manzo’s cell phones?”
It should be noted that in recent days, Mayor Quiroz stated that Manzo only used one cell phone, which he would usually leave in the custody of trusted officials while carrying out activities as mayor. She said she had not refused to hand it over to authorities, but requested that only the authorities come to her and that no device be attached to the phone that could potentially damage it.
According to her, it is the authorities themselves who have decided not to examine the phone to date, since she will not allow them to take it away.
For his part, Jesús Mora dismissed the idea that the accusations against the mayor of Uruapan constitute a political attack: “This is not about turning an investigation into a spectacle. It is about ensuring that the demand for justice is not selective,” he stated.
The timeline of Samuel García Rivero
Mora González also presented a timeline concerning Samuel García, highlighting the salary he received when he returned to work for the Uruapan City Council after the murder of Carlos Manzo.
According to his timeline, on August 31, 2024, García Rivero ended his employment relationship with legislator Ildefonso Guajardo in the Chamber of Deputies and subsequently joined the Uruapan City Council in October 2024, allegedly through a direct recommendation from Grecia Quiroz, according to allegations made by Yesenia Méndez Rodríguez, Manzo’s former private secretary.
Between August and September 2025, Méndez said, Manzo himself removed García Rivero from his position because of his addiction problems. On October 15, 2025, an exchange of messages began between García and a third party identified as José Eulogio “N,” who was allegedly connected to Manzo’s movements.
By November 1, 2025, García allegedly shared information about Manzo’s itinerary. That same day, the then-mayor was murdered during the Festival of the Candles. On November 5, Grecia Quiroz assumed the municipal presidency.
According to Méndez, during November 2025 García Rivero was reinstated at the City Council with a gross salary of 25,645 pesos, which was higher than that of the municipal trustee and the municipal secretary.
Juan Daniel Manzo, brother of the former mayor, also made this accusation in recent weeks, claiming that it was a monthly salary of 70,000 pesos.
García Rivero was arrested on January 8, 2026. The following day, the prosecutor’s office executed an arrest warrant against him for aggravated homicide and aggravated injuries in connection with the Manzo case, and on January 12 he was formally charged and placed in preventive detention.
Manzo’s security guards and the escape of Colonel Jiménez Miranda
Mora González also revisited allegations made by Juan Daniel Manzo, the former mayor’s brother, concerning alleged financing of the security guards’ legal defense by the Uruapan City Council, as well as the fact that one of those arrested is the son of a municipal official.
Previously, Quiroz rejected these accusations and demanded concrete evidence regarding the alleged salary increase received by Samuel García: “If he has the evidence, I would ask him to present it,” she stated, and requested that her brother-in-law “clarify the accusations with arguments.”
Quiroz has also stated that she sees political overtones in the accusations recently made against her and said she will continue seeking justice, after also requesting investigations into three Morena politicians: Leonel Godoy, former governor of Michoacán, Ignacio Campos Equihua, and Raúl Morón.
