Harassment, sexual abuse and rape skyrocket in 4 months of Manolo Jiménez’s government; investigations increase from 45 to 168

In the first four months of the year and of the Manolo Jiménez Salinas Government, compared to the same period in 2018, Coahuila registered an increase in the investigation files for sexual crimes, such as harassment, abuse and rape.

According to data from the Executive Secretariat of the National Public Security System (SESNSP), with regard to sexual harassment, the investigations went from 45 cases from January to April 2018 to 168 in the same period of this year: the increase was 273.3 percent.

Sexual abuse had a growth of 74 percent because the cases went from 162 in the period studied in 2018, while so far this year 282 cases have been registered.

In addition, rape had an increase of 33.3 percent, since the investigation files opened by the local Prosecutor’s Office went from 105 to 140.

The increase occurs within the first months of the administration of Jiménez Salinas, who in 2023, during his campaign, promised to address crimes that affect women.

The PRI leader assured that he would be the governor of women and would develop a great justice and security program for them.

Among the promised actions is the launch of the Violet Police, a command specialized in addressing gender violence.

Last March, within the framework of International Women’s Day, the governor proposed that he would send to the local Congress the initiative for the creation of the Prosecutor’s Office for Women and Children, which, he announced, will be chaired by Katy Salinas.

“It is necessary to say it and say it very clearly: any person who seeks to harm any woman in Coahuila will run into a wall, will run into Governor Manolo Jiménez and will run into the Secretariat of Women,” she said at the event last March.

Another of the crimes that, according to the SESNSP, reports that there was an increase in cases is rape, since this year the local authority is investigating 140 violent acts, but in 2018 there were 105.

Regarding femicides, Coahuila registered five cases in the first four months of this year, while in 2018 the authorities only reported one.

According to the document Information on violence against women: Criminal incidence and 911 emergency calls from the SESNSP, the municipalities that have registered femicides in the entity, as of April, are Acuña, with a rate of 2.38 per 100 thousand women; General Cepeda, with a rate of 14.64; Ramos Arizpe, with 1.85 per 100 thousand women, and Torreón with a rate of 0.25.

During May, at least three more femicides have been registered in the state. This brings the total to at least eight femicides so far this year.

On the afternoon of May 14, the son of Rocío Elena Velmonte found the bodies of his mother and her partner, Ángel Cuauhtémoc Leyva Reveles, both 39 years old, which generated the mobilization of the different authorities and corporations such as Red Cross paramedics and the State Attorney General’s Office. The events occurred in the Fuentes del Sur neighborhood, in the municipality of Torreón.

The next day, the prosecutor of Coahuila, Gerardo Márquez Guevara, indicated that the line of investigation has not yet been established as femicide.

According to figures from the General Directorate of Specialized Investigations of the Attorney General’s Office available on the Coahuila Transparente platform, from 2013 to 2023, the state registered a total of 167 femicides, of which 40 were carried out in Torreón, making it the municipality that registers the most cases.

On the morning of May 19, Kimberly Kasumi was the victim of femicide in the Villas La Merced neighborhood, in Torreón. The 19-year-old was murdered by her partner, named Simrri “N”, 34 years old.

Authorities arrested the suspect meters ahead of the crime scene. The Prosecutor’s Office, Laguna I Delegation, began the corresponding proceedings under the femicide protocol.

On May 22, Ana Patricia was the victim of femicide in a home located in the Circuito de las Playas in the Quintas La Perla neighborhood, southeast of Torreón. The crime was committed by Eduardo, her partner, who committed suicide after killing her.

According to reports, after a heated argument, Eduardo shot the woman and then committed suicide.

GENDER VIOLENCE. Coahuila also recorded 670 intentional injuries against women, which implies a rate of 39.8 per 100,000 women, which is higher than the national average of 32.9.

Data from the Executive Secretariat show that from January to April, local authorities recorded 1,253 emergency calls related to incidents of violence against women.

Domestic violence also had an increase in cases of 37.3 percent, with cases going from three thousand and eight to four thousand 132 cases between one period and another of those studied.
