The National Urban Public Security Survey (ENSU), prepared by the National Institute of Statistics and Geography (INEGI), reported on July 24, 2025, that Culiacán de Rosales, the capital of Sinaloa, ranked first in the nation in June of that year in citizen perception of insecurity, while Mazatlán, another municipality in Sinaloa, showed a significant decrease in this indicator.
As documented by INEGI in its press release, the perception of insecurity nationwide rose to 63.2% of the population aged 18 and over, higher than in March 2025, when it stood at 61.9%, and compared to June 2024, when it was 59.4%. In the specific case of Culiacán de Rosales, the proportion of people who considered living in their city unsafe reached 90.8% in June 2025.
Regarding Mazatlán, the percentage of people who perceived insecurity decreased statistically significantly. In June 2024, the indicator stood at 75.5%, while by June 2025 it had dropped to 64.5%. This decrease was one of the most significant among the urban areas considered in the study.
The INEGI (National Institute of Statistics and Geography) specified that, of the 91 urban areas of interest included in the survey, ten registered statistically significant increases in perceived insecurity between March and June 2025, while six urban areas, including Mazatlán, showed significant decreases.
The study also indicated that women reported higher perceptions of insecurity than men. In June 2025, 68.5% of women considered living in their city unsafe, compared to 56.7% of men.
The National Survey of Urban Populations (ENSU) found that more than eight out of ten city dwellers cited potholes in streets and avenues as one of the main urban problems. Additionally, 66.4% reported water supply failures, and 60.2% mentioned blocked drains as relevant issues.
According to the INEGI (National Institute of Statistics and Geography), the Ministry of the Navy (SEMAR) was the public security authority perceived as most effective, with 87.5% favorable opinions in preventing and combating crime; it was followed by the Mexican Air Force and the Army.
On the other hand, Toluca de Lerdo, Naucalpan de Juárez, and Tláhuac accounted for the highest proportion of households with victims of theft, extortion, or fraud in the first half of 2025, while Lázaro Cárdenas, Piedras Negras, and Reynosa had the lowest prevalence of these crimes.
According to the INEGI (National Institute of Statistics and Geography), from January to June 2025, 13.5% of the population aged 18 and over had contact with a public security authority, and 45.2% of these individuals reported having experienced at least one act of corruption.
