The reform approved by the Sinaloa Congress regarding the Mazatlán Government’s Revenue Law will allow for the implementation of other vertical development projects on the seawall, they warn.

For former Planning Director Carlos Venegas, this reform regulates construction quality and attracts a different level of tourism that wants to do business.

The member of the Mazatlán College of Civil Engineers also indicated that it will allow for the orderly reactivation of large-scale vertical building projects, along with the feasibility of providing more user-friendly services.

“Avenida del Mar was so overdeveloped, the properties that remain are now supposed to have a more city-friendly project and services, and for us, it’s very good that this type of investment is being reactivated,” he expressed.

Regarding the transformation in the image of Avenida del Mar with the recently approved legal requirements, hotel manager José Ramón Manguart Sánchez applauded the continued prosperity, improving the destination’s image and attracting major investors.

“The dynamics of attracting new investment and tourism. Based on the reforms recently approved by the State Congress, which allow towers and high-rise buildings on the boardwalk to be of a different level of investment, and also allow for the emergence of a different type of tourism for this area specifically.”

He indicated that the boardwalk has undoubtedly undergone major transformations in 2003, in 2018 with the implementation of the Tourist Tianguis (Tianguis Turisticos), and that this window to the Pacific Ocean has undoubtedly seen significant investments that have changed virtually the entire urban tourist image of the bay in general.

Manguart Sánchez asserted that this translates into very favorable investment conditions.

“Also, in job creation, and above all, the momentum the destination has had in terms of momentum following the opening of the Mazatlán-Durango highway.”

The hotelier said that this transformation of Avenida del Mar has allowed it to consolidate all the opportunities it has encountered.

“It’s great that legal conditions are in place in this regard so that all this tourism real estate push that has helped transform the face of the destination continues to thrive, continues to move forward, continues to keep Mazatlán in the sights of investors both nationally and internationally, so that people think Mazatlán is like their second home, so that they see the opportunity to do business as well, because there are those who also see it as a business, and these are different ingredients that ultimately speak to this tourism boom the destination has experienced.”

He admitted that these are moments or circumstances that have arisen, but that they will overcome, thanks above all to the certainty and confidence that can be given to investors.

He then emphasized that the transformation of the coastal promenade continues, thanks to the people who have invested in the Mazatlán area and what it triggers.

“This dynamic of increased tourist numbers undoubtedly has a better outcome because the city is seen to be thriving when there is tourism. We already know what happens in Mazatlán when there is no tourism; we now have a way to compare one scenario with another.”

He also mentioned the possibility of generating new job opportunities for generations studying tourism or any related field.
