Campeche, Baja California Sur, and Baja California Sur achieve the greatest reduction in crime prevalence: Envipe 2025

The 2025 National Survey on Victimization and Perception of Public Safety (Envipe) revealed that seven states in the country surprisingly saw a sharp decrease in crime prevalence during 2024, despite the national average registering a slight increase of 3.5%.

According to INEGI (National Institute of Statistics and Geography), the largest decrease was recorded in Campeche, which fell from 22,560 to 18,610 victims per 100,000 inhabitants, representing a 17.5% drop compared to 2023.

States with the Largest Crime Reductions

The ENVIPE 2025 report highlights other relevant cases:

Baja California: –13.2%, falling from 23,796 to 20,647 victims
Baja California Sur: –12.9%, with 21,621 to 18,827
Sonora: –11.6% reduction
Colima: –11% fewer victims
Aguascalientes: –10.1%, despite being among the states with the highest prevalence in absolute figures
Chihuahua: –8.7% decrease

These results contrast with the national trend and place these states as leaders in the The decrease in the number of people affected by crimes.

A progress with an impact on public safety

INEGI emphasized that these figures correspond to the victimization of the population aged 18 and over, that is, people who suffered at least one crime in 2024. It also reported that the most common crimes nationwide continue to be fraud, extortion, and robbery or assault on the street or public transportation.

The report highlights that the decreases are statistically significant, which opens the possibility of analyzing and replicating the strategies implemented in these entities to strengthen public safety in other areas of the country.
