The governor of Campeche, Layda Sansores San Román, acknowledged that the state faces an adverse financial situation, stating that, in budgetary terms, it ranks “36th out of the 32 states,” a statement she used to illustrate the economic gap compared to the rest of the country. During her address, she blamed the drop in oil revenues, which she colloquially referred to as “damn oil,” and warned that Campeche could lose between 2.2 and almost 3 billion pesos in resources.
Sansores explained that, of the approximately 6 billion pesos that the state government can manage directly, only about 3 billion would remain due to funds already committed to universities and municipalities, which, she said, could lead to administrative paralysis. In that context, he defended the need to authorize financing of one billion pesos, assuring that the debt is payable and necessary to maintain housing, employment and liquidity programs, under the argument of a “poor government, but a people with what is necessary to live.”
