Police under scrutiny: Tepoztlán debuts new protocols; Cuernavaca is still waiting.

The municipality of Tepoztlán has become a benchmark for security in the metropolitan area, being the only one to implement the standardized police protocol, a system that seeks to professionalize the work of law enforcement officers and provide legal certainty for citizens.

This new model of civic and police justice not only establishes how officers should act on a daily basis, but also sets clear rules on critical issues that are often the focus of citizen complaints, such as sobriety checkpoints and the treatment of vulnerable populations.

Armando Hernández del Fabro, Legal Director of the Government Secretariat, explained that these instruments were designed at the regional security roundtable. The intention is to comply with constitutional mandates and international human rights treaties.

The official detailed that the sobriety protocol is one of the most robust, as it was developed under guidelines from the federal Ministry of the Interior. This aims to ensure that operations are based on technical and human criteria that prevent acts of corruption or abuse of authority.

Despite the importance of standardizing criteria in the metropolitan area, progress is uneven. While Tepoztlán is already implementing them, in Huitzilac the regulations are only just beginning their operational implementation after official approval.

In Cuernavaca, the situation is uncertain. The document was presented to the City Council, but it was ultimately referred to the Regulations Committee for analysis. As of now, there is no clear date for the capital of Morelos to adopt these police control measures.

The ultimate goal of state authorities is for these protocols to be extended throughout the entire state. By standardizing the actions of officers, it is ensured that the Standardized Police Report is correctly compiled, facilitating the work of law enforcement agencies.

Hernández del Fabro emphasized that there is no resistance from the municipalities, as municipal autonomy is respected. The State Government Secretariat is working closely with the municipal authorities so that, eventually, all of Morelos will speak the same language regarding security and the rule of law.
