Former CATEM leader arrested in Zacatecas; accused of extorting construction workers

The Zacatecas State Attorney General’s Office (FGJE) confirmed the arrest of Guillermo “N”, former leader of the Autonomous Confederation of Workers and Employees of Mexico (CATEM) in the state.

In mid-2025, local business owners reported sudden price increases of over 100% in the cost of materials and services, without any justification.

What is the former CATEM leader in Zacatecas accused of?

The detainee faces charges of alleged aggravated extortion against the business and construction sectors related to the unjustified price increases of products such as sand, gravel, and stone, as well as the rates for transporting and hauling construction materials in the state.

The arrest was carried out by agents of the Specialized Prosecutor’s Office for Combating High-Impact Crimes, with the support of the National Anti-Kidnapping and Anti-Extortion Unit of the Secretariat of Security and Citizen Protection (SSPC).

In July 2025, the national union leadership announced the dismissal of Guillermo “N” from all activities related to the Confederation to distance workers from accusations of price manipulation and extortion.

According to reports, the now-detained man allegedly continued manipulating prices, materials, and transportation under a new group called “Federación Todos Unidos por Zacatecas” (Federation All United for Zacatecas).

Guillermo “N” was placed at the disposal of the court that issued the warrant for his arrest, and the initial hearing is expected to take place in the coming hours, where precautionary measures and the timeframe for the supplementary investigation will be determined.
