The ruling establishes that the Morena party politician overstepped the bounds of freedom of expression and legitimate parliamentary debate during a series of public attacks against the mayor.
The complaint was filed by the mayor of Uruapan, Grecia Quiroz, who denounced verbal attacks and disparaging remarks about her ability to govern by the senator.
Fernández Noroña criticized Quiroz’s rise to the mayoralty, a position she formally assumed after the murder of her husband and the town’s previous mayor, Carlos Manzo.
As part of the reparations ordered in the initial ruling, the local Electoral Tribunal ordered the senator to issue a public institutional apology to the affected party. He will also be required to provide proof of enrollment and fully fund a specialized course on raising awareness and preventing gender-based political violence.
The ruling also mandates the politician’s registration in the National Registry of Sanctioned Persons for a six-month period.
This list, managed by the electoral authorities, restricts and scrutinizes the records of public officials who violate women’s political and electoral rights and equality.
The ruling can still be appealed to the Regional Chamber or the Superior Chamber of the Electoral Tribunal of the Federal Judiciary (TEPJF).
