Veracruz Audits Multiple Notaries Following Allegations of Irregularities
On Monday, August 3, Veracruz Governor Rocío Nahle García confirmed that several notary offices across the state are currently undergoing audits following complaints alleging irregularities in their operations.
During a press conference, the governor declined to provide additional details about the ongoing investigations, explaining that doing so could alert those involved.
“Several audits are being conducted, as Secretary Ahued mentioned regarding the reviews taking place at various notary offices. I don’t know if it would be appropriate to provide more details. Sometimes, as a matter of strategy, we alert people in advance, so we have to proceed cautiously in order to continue making progress,” the governor said.
Nahle García also urged notaries to conduct themselves ethically, emphasizing that the government granted them licenses to operate and has the authority to revoke those licenses if they are found to have engaged in criminal activity.
“Notaries were granted a concession to act ethically. If a notary acts improperly, the government has every right to revoke that concession because they are committing a crime. We have already addressed this issue with several notary offices, and there are others currently under review.”
Audits Began After Alleged Real Estate Fraud Network Was Detected
In February 2026, Veracruz authorities launched a statewide inspection program to verify that notary offices were operating legally and in compliance with state regulations after officials reported uncovering an alleged real estate fraud network involved in the unlawful seizure of properties.
The inspection schedule for the state’s notarial districts was published in the Official Gazette of Veracruz.
More recently, attorney Salvador Matías “N” was formally charged with procedural fraud after allegedly using falsified documents to dispossess two women of a home in the city of Xalapa.
Three Veracruz Notary Offices Currently Suspended
On July 7, Governor Nahle announced that three public notary offices in Veracruz had been suspended because their notaries are currently facing legal proceedings involving corruption and domestic violence.
The affected offices are located in Chinameca and Córdoba.
The first suspended office was Notary Office No. 23 in Chinameca, formerly headed by Alejandro “N”, who is currently facing criminal proceedings for alleged psychological domestic violence.
The other two suspended offices are Notary Office No. 8, headed by Ernesto “N”, and Notary Office No. 24, headed by Carlos Javier “N”, both located in Córdoba. The two notaries have been formally charged with specific fraud and procedural fraud, allegedly affecting both the administration of justice and private property rights.
